In 1920, G. Alibekov became the first People's Commissioner for Justice in Kazakhstan

Drafts of the first decrees to abolish kalym (groom’s payment to the bride’s parents), to combat barymta (cattle rustling), and the decree «On Kirghiz (Kazakh) marriage law» were developed during his term of office. 231 judicial and 111 investigation station were established under his leadership at the end of 1920.
