On Agust 26, 1920 the All-Russian Central Executive Committee and the Soviet of People’s Commissars of the Russian Soviet Federated Socialist Republic adopted the Decree “On the Formation of the Kirgiz (Kazakh) Autonomous Soviet Socialist Republic” signed by V.I. Lenin and M.I. Kalinin.
