In 1917 the military council of Zhetysu Cossack army formed the military government. White Guard officers and the cadet for fight against the Soviet power gathered in Verny (current Almaty). In November, 1917, in Uralsk the counterrevolution center was formed. The regional army government created here soon dispersed local Council and seized power. These army governments were the principal forces of White Guard counterrevolutionary movement in Kazakhstan. They leaned on White Guard officers, kulak elements of the Cossack villages and resettlement villages and were supported by local cadets, Social Revolutionaries, Mensheviks, the leaders of «Alash» party; «Shuro-i-islamii» and some other parties and political movements.
