In the Declaration , along with confirmation of the intentions of the republic enter on an equal basis to the Union of Sovereign Republics ( v. 1) were first established three basic conditions for the sovereign rights of the Kazakh SSR, the state- law :
On the territory of the Kazakh Soviet Socialist Republic with the exception of matters delegated to it voluntarily Union, established the supremacy of the Constitution and the laws of the Kazakh Soviet Socialist Republic .... (v. 8 )
In the exclusive property of providing a basis for its sovereignty are land and its resources, water , air, flora and fauna, and other natural resources, cultural and historical values of the people , all the economic , scientific- technical potential - all the nation's wealth available to it territory (Article 9 ) ....... Kazakh SSR has a right to their share in the country's assets , respectively, the contribution of the Republic , including diamond , gold and foreign exchange reserve funds (Article 10)
The Kazakh Soviet Socialist Republic has the right to act as an independent subject of international relations , to determine foreign policy in their own interests, exchange diplomatic consular representatives , to participate in the activities of international organizations , including the UN and its specialized agencies.
Republic is building economic and trade relations with foreign countries on the basis of mutually beneficial agreements with the principles of voluntariness and equality , independently decides on foreign trade.

Republic Day is associated with the historic date - the affirmation of the sovereignty of Kazakhstan. October 25, 1990 the Supreme Soviet of the Kazakh Soviet Socialist Republic adopted the Declaration "On the State Sovereignty of the Kazakh Soviet Socialist Republic ", which became a turning point in the development of the country.
Declaration solemnly proclaimed the establishment of a democratic, socially oriented and rule of law. Kazakhstan for the first time at the time declared itself as a unique , unique entity having its own outlook , individual customs, traditions , and the vision of its future development.
The Declaration of Independence laid the foundations of Kazakh statehood. It had secured all of the attributes of the sovereignty of Kazakhstan : own territory and citizenship, independence and completeness of the government; government budget ; independence in international relations , the classic symbols of state sovereignty - Coat of Arms, Flag , Anthem and its own national currency .
Kazakhstan's state sovereignty and the inviolability of its territory provide the political , legal and economic guarantees.
Declaration of State Sovereignty of the 1990 consolidated the constitutional and legal status of Kazakhstan as a full-fledged subject of international law.
Kazakhstan itself has begun to change the socio -political system , taking a course to build a democratic society based on liberal market economy. In fact, this act was laid the foundation of the new state on the world map - the future of the Republic of Kazakhstan .
The historical significance of the Declaration lies in the fact that it became the basis for the development of Kazakhstan's Constitution in 1993 and 1995 , and other laws . Adoption later the Constitutional Law " On the State Independence of the Republic of Kazakhstan " dated December 16, 1991 finally completed the design of the constitutional development of our country as an independent state .
