On September 30, 1919 the report of the Deputy Head of the Department of Internal Affairs A.B. Baitursunov on the need to establish Department of Justice was heard at the meeting of the Kyrgyz Revolutionary Committee (Kyrrevcom). At the time the Kyrrevcom adopted the Resolution on the establishment of the Department of Justice under the Military Revolutionary Committee.
