In RSE "Gylym Ordasy" under the chairmanship of Minister Bakytzhan Zhumagulov was held a meeting of the Ministry of Education and Science. The extended format of the meeting was due to the actuality of issues. On the agenda of the board were mentioned strategically important issues — the development of mass sports and improving the state youth policy. At the plenary meeting of the board were the head of the local executive authority of Almaty Akhmetzhan Yesimov, the head of the department of internal policy of the Presidential Administration Zhapsarbayev Kuanyshev, Deputy Chairman of the Agency for Sports and Physical Education of Kazakhstan Elsiyar Kanagatov.
First questions about physical education, the development of school and university sports were brought to the Board Office for discussion with the participation of all stakeholders. It was attended by members of Parliament, representatives of the Presidential Administration and the Office of the Prime Minister of the Republic of Kazakhstan, heads of regions, rectors of more than 100 universities, colleges and high schools director, heads of national and republican centers and institutes, heads of departments of education, regional director of the department for the protection of children’s rights and quality control in the sphere of education and science, representatives of youth organizations and youth organizations.
— The President in his current address emphasized to the necessity to take action in order to increase the availability of sports infrastructure for mass occupations of the population of physical culture and sports, — said minister. In 2017, Kazakhstan will be the organizer of 28th Winter Universiade. So the preparations for the Universiade must be carried out through the prism of this request, the Head of State through the development of mass sports.
As Akhmetzhan Yesimov said it was not accident that last year Almaty won the right to host the World Universiade in 2017. Thanks to the policy of the President of Kazakhstan in recent years the country has hosted a lot of international competitions, which received a good evaluation by international experts. Since submission of application the local executive authority works closely with the Ministry of Education and Science (MES) of Kazakhstan. "Our country will be judged by the event. So, this is not only a concern of the Ministry of Education and local executive authority, but also entire community", — said the Head of the local executive authority.
World practice shows that the mass sport can fulfill its social function when coverage of sports facilities of population is 30%. According to various estimates, in Kazakhstan, this figure is no more than 20%.
Today, in the country there are 11 regional boarding schools for gifted children in sport, 15 sport schools and 17 centers for the training of Olympic reserve. 7211 children enrolled and 938 trainers provide training to them. Around 16 thousand students study the profession of the teacher of physical education.
The Ministry of Education and Science (MES) considers that the main problems, which requires quick solution, are the incompetence of the teachers, lack of the children at schools and lack of sport facilities and schools. By the way, the head of MES has proposed several solutions to some of these problems. First, it is the creation of the University of Physical Culture in Astana. Second, the development of the allocation of 1000 grants in specialties that highly demanded in this sphere.
In the youth policy, the Ministry focuses on enhancement of the competitiveness and development of its civic engagement.
By the order of the President was created united organization "Zhas Ulan" for children and youth. Today it has more than 20,000 students. The comprehensive plan was developed to strengthen the educational component of the learning process in all educational institutions. The major national projects "Zhasyl El", "With a diploma to the village", "Youth Practice" and so on were effectively implemented.
To promote new educational initiatives of the students, the Ministry supported the establishment of the National Student Council. In addition, the Parliament considers the bill introduced by MES on amendments and additions to some legislative acts of Kazakhstan on state youth policy.
As it was noticed in the meeting, the activity of young people significantly has enhanced in a political and social life of the country.
For example, 70% of the members of the Council for Youth Policy under the President of the Republic of Kazakhstan represent the youth NGOs.
MES prepared the project of Concept of state youth policy until 2020. The discussion will be the theme for one of the lectures of the meeting. The concept should answer the question, how young people can participate in the realization of economic, innovative problems of the country.
In conclusion, the head of the Ministry of Education gave the instruction to develop a step by step plan of preparation for Universiade, also pay attention to the state of sports infrastructure and sports equipment in the country’s schools. The local executive bodies will accelerate the execution of the order of the President on the establishment of youth policy in the regions.
