100 years ago, amnesty was declared to all participants of revolt 1916. The provisional government instead of former structures of power began to create regional and district commissariats. Commissioner of Torgay area became Alikhan Bukeikhanov, Semirechensky area — Mukhamedzhan Tynyshpayev, Ural area — Halel Dosmukhameduly, Kostanay County — Ahmed Birimzhanuly.
