The main concepts used in this Law: 1) Accreditation - procedure as a result of which the subjects of scientific and (or) scientific and technical activities acquire an official recognition of compliance of their activities to requirements and the standards established by the legislation of the Republic of Kazakhstan; 2) The scientist - the private person performing scientific researches and receiving results of scientific and (or) scientific and technical activities; 3) The science - the sphere of the human activities the function of which is to study the laws of the nature, society and thinking, development and theoretical systematization of objective knowledge of reality for the purpose of rational use of natural riches and effective management of society; 4) The national report on the science - the annual report containing the analysis of the condition and tendencies of development of the world and national science, the offers on enhancement of scientific and technical capacity of the Republic of Kazakhstan, reasons for the priority directions of development of the science; 5) The scientific and educational consortium – the temporary voluntary association on the basis of the agreement on joint economic and scientific activities in which the scientific organizations, higher educational institutions and other legal entities, including the productions occupied in the sphere, unite in the intellectual, financial and other resources for carrying out basic, applied scientific researches, developments of technological innovations and preparation of highly skilled experts; 6) The head organization on the scientific and technical program - the legal entity that was determined by the authorized state body following the results of tender on implementation of the target scientific and technical program and performing support of implementation of the scientific and technical program of basic and applied researches and coordination of activities of the organizations contractors within the program; 7) Scientific and technical project and program - a document that includes the proposed content of the scientific and technical work that represents the scientific, technical, developmental, marketing research with the explanation of the purpose and objectives, relevance, originality, scientific and practical significance and the feasibility of the planned work; 8) State policy in the field of science and technical activities - an integral part of social and economic policy, which expresses the state's attitude to scientific and (or) technical activities, determining the key priorities, objectives, directions, principles, forms and methods of work of various organizations in the field of science and technology, the implementation of scientific and technological achievements, the creation of new technologies, including for reasons of national security; 9) Report on scientific and (or) technical activities is the document containing information on the implementation of scientific and technical work, scientific, technical, developmental, marketing researches, as well as information about the advisability of further planned work or the result of completed scientific, and technical projects and programs; 10)Result of scientific and (or) technical activity, is the new knowledge’s or solutions that were obtained in the course of scientific and (or) technological activities and recorded on any data carrier, the introduction of science and technology in production, as well as models, samples of new products, materials and substances; 11)Research work - work related to the scientific search, research and experiments in order to improve the availability and acquiring new knowledge, the examination of scientific hypotheses, the determination of common factors of the laws of nature and society, scientific analysis, scientific studies of the projects; 12)The research - applied, fundamental, strategic researches that are conducted by the subjects of scientific and (or) technical activities in the research, development and engineering works, with an appropriate scientific methods and means in order to achieve results of scientific and (or) technical activities; 13)Scientific infrastructure - scientific and engineering laboratory equipment, pilot production, unique objects, as well as other movable and immovable property, on the balance of scientific organization; 14)Candidate of science, PhD – degrees that are awarded on the basis of the upholding the thesis by these candidates; 15)Scientific activities – the activity that aimed at exploring the surrounding reality in order to identify the properties, characteristics and regularities of the objects, phenomena (processes), and the use of knowledge in practice; 16)The scientist - a private person who works in the scientific organizations, universities or research units of organization, who has a higher education, receiving and implementing the result of scientific and (or) technical activities; 17)Scientific and technical information – the information obtained in the course of scientific, technical, innovative and productive activities, containing information on national and international developments in science, technic, and technology; 18)Scientific and technical activity – the activity aimed at obtaining and application of the new knowledge in all areas of science, engineering and manufacturing for the solutions of the technological, design, economic, social, political and other problems, maintenance of science, technology and production as a single system, including the development of technical documentation required for these studies; 19)Authorized body in the field of science (hereinafter - the authorized body) - a government body, which exercises the inter-sectorial coordination and leadership in the field of science and technical activities; 20)Intellectual property - the exclusive right of a citizen or a legal entity on the results of intellectual creative activity resulting from research, development and engineering works, and means of individualization of participants in civil, goods, works or services; 21)Engineer - a private person who works in a scientific organization or institution of higher education, having a vocational or higher education that promote the results of scientific and (or) technological activities and its implementation; 22)Associated professor (docent), professor – the academic titles assigned by the authorized body on the application of the scientific organization or institution of higher education 23)Applied research – activity aimed at generating and applying the new knowledge to achieve the practical goals and specific objectives; 24)Industry competent authority - a government body, which conducts the implementation of state policy in the field of science and technical activities and the coordination of the research in the relevant field; 25)Strategic research – the fundamental or applied research aimed at solving the strategic tasks; 26)Development works - a complex of works that were performed during the creation or upgrading of products, the development of design and technological documentation for prototypes, manufacturing and testing of prototypes and utility models; 27)Pilot production - a structural unit of scientific organizations, universities or entities whose main activity is the manufacture and testing of prototypes and utility models, new products and processes; 28)Doctor of Philosophy (PhD), Doctor of the profile - an academic degree that awarded to persons who have mastered the professional educational programs of doctoral studies in relevant fields of study and defended the dissertation; 29)Fundamental research – the theoretical and (or) an experimental study aimed at obtaining the new scientific knowledge about the basic laws of nature, society, human rights and their relationship.
