On February 1, 1930, CPS of the USSR and CEC of the USSR issued a decree " On measures to strengthen the socialist transformation of agriculture in areas of solid collectivization and struggle against the kulaks", which abolished the right to lease the land and the right to the use of hired labor in the individual peasant farms, with some exceptions to the custom joint decision of district and county IR on the "medium peasants" (Article 1). The provincial and regional IR as well as the governments of the republics was given the right to use "all the necessary measures against the kulaks up to complete confiscation of property and eviction" (v.2).
