On October 10, 2000 in Astana (Kazakhstan) the Heads of State (Belarus, Kazakhstan, Russia, Tajikistan, Uzbekistan) signed the Agreement on the establishment of the Eurasian Economic Community. The Treaty introduced the concept of close and effective economic and trade cooperation to achieve the goals and objectives defined by the Treaty on the Customs Union and the Common Economic Space. There are legal and organizational tools for implementation of the agreements, the system for controlling the implementation of the decisions and responsibilities of the Parties. In August 2006, the Interstate Council of the Eurasian Economic Community decided to establish the Customs Union composed of only three members ready for this — Belarus, Russia and Kazakhstan. The MemberStates are: Belarus (2001), Kazakhstan (2001), Kyrgyzstan (2001), Russia (2001), Tajikistan (2001), Uzbekistan (2006). Observer countries are: Armenia (2003), Moldova (2002), Ukraine (2002).
