The first article of Constitution of the Republic of Kazakhstan states the democracy, secular, legal and social state, whose highest values are people, their life, rights and freedoms. As acknowledged by the President of Kazakhstan Nursultan Nazarbayev, Kazakhstan's Constitution is the foundation of freedom. Thus, the Constitution gave the people of Kazakhstan the most important thing - the right of choice. In accordance with the amended Basic Law of May 18, 2007 at the joint session of Parliament, in the form of government of Kazakhstan is a unitary state with a presidential-parliamentary form of government.
