Pavlodar region was established on January 15, 1938 when the First Session of the Supreme Council of the USSR adopted an act and a draft Decree of the Central Committee of the All-Union Communist Party (Bolsheviks) on division of three regions in Kazakhstan. Pavlodar region was excluded from West-Kazakhstan region.
