President of the Republic of Kazakhstan, N. Nazarbayev, proposed the idea of creating the Assembly of the Peoples of Kazakhstan at the 1st Forum of the Peoples of Kazakhstan dedicated to the first anniversary of the Republic's Independence .


After careful preparations, on March 1, 1995, by the Decree of the President of the Republic of Kazakhstan, a new institution of expanded legal status within the framework of national policy was established - the Assembly of Peoples of Kazakhstan (ANK). The organization that emerged with the support of the president of the country - the Assembly of the People of Kazakhstan, was in line with the system of democratic institutions of the independent state and became one of the active mechanisms in conducting the national policy.

New opportunities for the development of the national policy were opened on April 26, 2002 with the adoption of the Strategy of the Assembly of the Peoples of Kazakhstan, entitled "On approval of the Strategy of the Assembly of the Peoples of Kazakhstan for the half-term period", approved by the President of the Republic of Kazakhstan. The strategy of the Assembly shows a systematic summary of the main and leading direction of its action within the framework of ethnic relations in the near future. </h4>

In his speech, the President said: "The main wealth of our country is the friendship of peoples, which has been going on for many generations. We should not lose this wealth and preserve the established tradition. The friendship between peoples in our country was not born today and it was not ruled by the communist system. We should listen to the voices of representatives of every nation every day. That's why we need to create a public institution that works regularly to show the friendship of peoples in our country," he emphasized.

Thus, on March 1, 1995, the Assembly of the Peoples of Kazakhstan was established by the Decree of the President of the Republic of Kazakhstan, and on August 10, 1999, Nursultan Abishuly Nazarbayev solemnly presented the keys to the Friendship House in Almaty to the representatives of this Assembly.

With the "Strategy of the Assembly of the Peoples of Kazakhstan" approved by the Decree of the President of the Republic of Kazakhstan No. 856 dated July 26, 2002, new aspects and perspectives of national policy development in the country were opened.

It reads as follows: "The tasks of the Assembly to date have been fully fulfilled. In our country, the language and culture of all nationalities have recovered and entered the path of development. Market reforms have been completed in the economic sphere, democratization of the political system has been implemented.

In his message to the people of Kazakhstan "New Kazakhstan in the new world" in February of this year, the President specifically raised the issue of increasing the importance of the Assembly of Peoples of Kazakhstan in order to further strengthen social harmony and stability.

Analysis of the current state of interethnic relations in Kazakhstan and the main problems that require the attention of the state in the field of national policy: the rich and unique experience of the peaceful coexistence of peoples, civilizations, cultures and various religious beliefs in one state has accumulated in the ancient Kazakh land. This experience defines the roots of our unity and helps us see our future more clearly.

The internal political situation in Kazakhstan today is generally characterized by stability. Different ethnic groups evaluate the inter-ethnic relations in the regions where they live as satisfactory and harmonious.

In recent years, the inter-ethnic relations in the country, similar to the society of Kazakhstan, have undergone significant changes. In the course of economic and political reforms, new social groups were formed, freedom of thought and tolerance are being established in the society. The democratization of the society provided conditions for the revival and development of the culture and languages of the peoples of Kazakhstan. This development is taking place on the basis of the civil unity of all ethnic groups of Kazakhstan, which contributes to the harmony of inter-ethnic relations. At the same time, there are a number of objective factors that have a negative impact on the state of interethnic relations: low living standards, occurrence of unemployment and crime, lack of legal culture, manifestations of ethnic isolation trends. In today's world, there is a conflicting process of mutual relations between peoples, and the relations between them are expanding. At the same time, in some regions of the world, there is a rejection of other cultures and civilizations. Not a single person who has a creative intention and strives for justice can tolerate this situation.

Recently, the following new external factors affecting the state of interethnic relations have appeared, which are: the probability of geopolitical division based on ethno-confessional characteristics, as well as a decrease in the tolerance of the masses; the emergence of the threat of military-political instability in the region, the possibility of humanitarian disasters and the emergence of an uncontrolled flow of refugees; Violent actions of extremist, terrorist and radical groups disguised as religious ideas; spread of mob culture and behaviors alien to the Kazakh language through foreign mass media, religious associations that do not respect the laws of the country; the growth of transnational crimes; political science of confessions and ethno-oriented organizations. These factors can have a destabilizing effect on the state of interethnic relations. Therefore, it is necessary for state bodies, the Assembly of Peoples of Kazakhstan to carry out preventive work aimed at solving the following problems: formation and strengthening of Kazakh identity on the basis of civil unity, Kazakh patriotism, spiritual-cultural interaction and harmony of inter-ethnic relations; involving and revitalizing the mass of society in the process of democratization, formation and development of civil society step by step and consistently; Eliminating the influence of external threats and influences on the state of interethnic relations in Kazakhstan. During the period of establishment of the Assembly of the Peoples of Kazakhstan, the tasks set before it have been fully fulfilled today. Equality of all ethnic groups in the country; reeducation and development of their languages and culture was ensured. Market reforms in the economic sphere were basically completed, democratization of the political system was carried out.

Currently, we need a new approach to the position and role of the People's Assembly of Kazakhstan in society and the state, to solving the tasks that are the result of our internal development, as well as the impact of external factors. In the field of development as a state policy institute

Activities of the Assembly as an important body for the implementation of the state national policy: formation of a system of interaction of state bodies and coordination of their activities on issues of inter-ethnic relations by the Assembly's working body;

The work body of the Assembly ensures control over the effectiveness of the activities of state bodies in the implementation of the tasks put forward in the sessions of the Assembly; improvement by analyzing the mechanism of the Assembly's participation in the social and political examination of legal drafts affecting the field of interethnic relations.

The following: conducting a scientific compilation of state policy experience in the field of inter-ethnic relations and formulating practical recommendations for further coordination of inter-ethnic relations to state bodies; prevention and day-to-day curbing of negative trends in the field of inter-ethnic relations, formation of information-ideological response mechanisms to threats and provocative ideological influences; organizing monitoring of interethnic relations by involving independent experts and civil society institutions;

non-governmental organizations of the country in making an independent examination of the state of inter-ethnic relations in the country and preparing national reports for international organizations on the issues of ensuring the equality of ethnic groups and preserving the rights and freedoms of people and citizens, supporting the activities of the Assembly from the point of view of expert analysis and creating an analysis center of the Assembly in inter-ethnic relations to ensure the development of

Organization of informational and ideological support of the activities of the Assembly: publication of the periodical publication of the Assembly, which publishes materials on issues of interethnic relations, information on the activities of the Assembly and ethno-cultural associations, analysis and other materials on a regular basis;

to achieve an increase in popularity and prestige of the Assembly among the public and civil society institutions with the help of using modern PR-technologies; Improvement of the website of the Assembly on the worldwide Internet information network, creation of websites of small assemblies; provision of funds from the republican and local budgets in the framework of the implementation of activities aimed at the implementation of the state information policy.

Ensuring the planned and consistent work of the Assembly of the Peoples of Kazakhstan with sub-assemblies, central and local executive bodies, for this purpose: democratization of society, language policy, development of ethno-cultural education, spiritual and cultural development of the Assembly, its working body, etc. to introduce proposals on participation in the development and implementation of state programs in the fields;

Ensuring monitoring of the activities of state bodies in the field of interethnic relations by the Assembly's working body in order to inform the head of the state;
