In the report the principles and criteria for the selection of documents from the identified large array of publications for the documentary publication «Famine in the USSR» are considered, and also it gives a pragmatic classification that allows you to establish a historical phenomenon called «Famine in the USSR» on the documentary basis. The paper for the first time has proposed a statistical analysis of decisions of the Politburo of the Central Committee of the All-Union Communist Party (Bolsheviks) associated with the agrarian policy of the Party, which led to famine and efforts to eliminate it in different regions of the USSR.
