The structure of the 'big' Council, they introduced three «small»: the prime ministers, foreign ministers and defense ministers. The competence of the Interstate includes: deepening integration within the Treaty establishing a single economic space and other agreements of the parties control over the implementation of decisions, improvement of economic structures, the construction of a joint market infrastructure, the development of economic ties and import-substituting industries. Permanent body of the Interstate Council became the Executive Committee, which was entrusted with coordinating and advisory, forecasting and analysis, information functions and monitor the implementation of decisions of the Board and its institutions.
